John Heard: A Report from the County Commissioner

At the noon meeting of the Rotary Club of Lawrenceville on Sept. 30, Commissioner John Heard brought the group up to date on the work of the Gwinnett County Board of Commissioners.     He reported that the Board is striving for more transparency and making solid plans for the future of Gwinnett County.  He summarized the economic situation in the County, reporting on a budget of around $23.7 billion.  The housing market seems to be heading back up.  The Neighborhood Stabilization Program has been one effort by the county to revitalize the economy.  They are hoping to improve staff retention after several years of decreasing budgets which did not include raises.  He worries that trained police and other staff are being drained from the County by higher pay in surrounding areas and hopes they can figure a way to give a 3 or 5% raise. As for Parks and Recreation, he noted that Rabbit Hill Park has opened with new trails and fields and Rhodes Jordan has new soccer facilities.  A new Fire Chief has been hired, and the County stands ready to build two fire station facilities as soon as funds permit.  Transportation projects underway include the work on 316, scheduled to be finished in March 2015, and the Hwy. 20 and Sugarhill project, which will extend all the way across the County within two years.  He passed out information on the SPLOST vote coming up in November.

 

Jack L’Amoreaux Tells about the World of Ceramics

On Monday, Sept. 23, members of the Rotary Club of Lawrenceville learned about the world of applied ceramics.  Jack L’Amoreaux of Applied Ceramics, Inc. talked about ceramic engineering as a profession and as an industry.  He described the chemistry involved in the process of creating the myriad ceramic objects in our world and emphasized the diversified nature of the product.  In his PowerPoint he gave a long list of common ceramic products, ranging from capacitors to catalytic convertors to dentures to Shuttle tiles.  He listed also the universities offering degrees in this specialized field, including Georgia Tech, Clemson, Univ. of Missouri at Rollo, Penn State, and Rutgers.  Companies offering jobs in the area are PPG Pilkington, Corning, Intel, Seimens, Boeing, and the U.S. government, among others. He focused on the industry in Georgia, with the rich kaolin deposits in south Georgia and the work done by Feldspar Corp.  He listed eight manufacturers in Georgia.  In describing the process of creating ceramic material he focused on Applied Ceramics, his company, and showed pictures of the ceramic products they and their affiliated companies produce.  He had samples of ceramic manufactures for a hands-on experience for the group.

 

Marla B Shapiro: Concussion Institute

At the Monday, Sept. 16, meeting of the Rotary Club of Lawrenceville, Dr. Marla B. Shapiro, of the Concussion Institute at Gwinnett Medical Center-Duluth, talked about the prevalence and treatment of concussions.  She explained how she came to her new job of about three weeks and how she found the Concussion Institute an exciting place to be.  They work mainly with student athletes and emphasize educating athletes, parents, and coaches.  She explained that concussions are a disrupted chemical process of the brain, with rest as a major treatment recommendation.  She felt concussions are a part of sports and can be handled so that there is no long-lasting damage.  “Suck it up and play” is not an appropriate attitude when it comes to concussions; rather, the more rest, the faster the recovery.  During the question/answer session certain facts came out: there does seem to be a relation to Alzheimer’s and dementia; girls’ soccer is second only to football in the occurrence of concussions; and 100% recovery involves multiple approaches.

Nobody’s Auto Service & Repair  ( Art Kleve ) received  a 2013 Golden Hammer Award  from Lawrenceville Tourism & Trade Association  for  —  Outstanding Commercial City Limit Project.   This was for renovations to the outside of his building and  signage.

GGC Scholarship Award

GRSP Scholarship Funding – The Georgia Gwinnett College (GGC) Foundation has recently agreed to substantial contributions towards the funding of GRSP scholarships at the school. Beginning in the school year, 2014-2015, there will be (3) scholarships available. Due to this generous bequest the costs to the Rotary Clubs will be the lowest in the University System of Georgia. Since 1946, Rotarians in Georgia have promoted world peace through understanding by offering scholarships to international students for one year of study inGeorgia colleges and universities. Georgia Rotary Clubs sponsor students recommended by a Rotary Club in their home country.

Chris Ballar: Gwinnett County Probate Judge

Members of the Rotary Club of Lawrenceville learned about the function and operations of the Gwinnett County Probate Court at their noon meeting on September 9.  County Probate Judge Chris Ballar gave the group an overview of what the Probate Court does.  A primary duty is to probate, or prove, wills.  The process involves filing a petition, getting the heirs to confirm the will, and notifying the appropriate people.  Depending on the complexity and accuracy of the petitions, the process may take a few days or a lengthy period.  Another duty is to process guardianships. Guardians of minors, parents of disabled 18- or 19-year-olds, and people of advanced age not capable of taking care of themselves are among those needing guardians.  Judge Ballar recommended a Power of Attorney as a way to handle some of these problems more simply and economically.  Other duties of the Court include fireworks permits, peddler permits, involuntary commitments, and Orders to Apprehend (a complex process to apprehend one who is a danger to oneself and others).  Located in the Justice and Administrative Center, the Court also handles Vital Records such as Death and Birth Certificates, Marriage Licenses, and Weapons Carry Permits.  He closed by addressing questions from the members.
